Equal Access/Equal Opportunity Statement Economic Impact Report In January 2023, the economic impact of Valley City State University for FY 2021 was estimated at $114.0 million dollars ($55.1 million direct impact, and $58.9 million indirect). See p. 73 of the document “Economic Contribution of the North Dakota University System in 2020 and 2021”. Student Conduct Citation Student Conduct Citation This citation form may be completed by any university student, faculty, or staff member. In order to be valid, the citation must be signed and dated. Any person filing a citation may be asked to present information on the matter to the University Judicial Committee. Please refer to the Code of Student Conduct for a complete description of the college disciplinary process. VCSU Support Services
As a VCSU student, you have access to a variety of resources designed to support your academic and personal success. Whether you need help with coursework, navigating campus life, or understanding financial aid, we've got you covered. Disability Support Services Students with documented disabilities are encouraged to inform the Disability Support Services Coordinators of their needs. Once that office has received and processed documentation, faculty and staff will be informed and will coordinate with students to make necessary accommodations, according to the students' needs. Technology Services (Help Desk) The Technology Services offers technical support to VCSU-issued computers and software such as Blackboard, Microsoft Office, and Mac OSX. Technology Services does not offer support to course-specific software and/or apps such as Prezi, YouTube, or GoPro Quick: refer to course instructor for assistance. On the Technology Services website you can find operating hours, e-mail, phone number, and links to other resources. Library The Library offers research help in-person and online, as well as a wide range of materials to support student learning. On the library website, you can talk to the reference librarian, book a study room, find a book or article, and much more. Click the heading above for the library's website. Remember, though, that electronic library resources are available 24/7. Viking Learning Commons The Viking Learning Commons is a relaxed, student-focused atmosphere where students can focus on personal study, receive free tutoring, join a study group, fulfill required athletic study hours, and more. Staffed by knowledgeable professionals, educators, and student tutors, the Viking Learning Commons is a place where students feel comfortable asking questions and engaging in coursework. Located in the heart of campus directly under the iconic clock tower in McFarland Hall, this space is surrounded by vaulted ceilings, original woodwork, and exquisite stained-glass windows. The Viking Learning Commons serves as a central hub of student support. About Starfish Valley City State University utilizes Starfish, an innovative early-alert system that captures student performance and raises warning flags when students need academic support. Warning flags include attendance concerns, low grades, and in danger of failing. Student Academic Services staff collaborate with faculty to provide necessary and timely outreach services. Outreach services include academic coaching, tutoring, time-management guidance, and personalized monitoring VCSU Bookstore The Bookstore's website can assist you in purchasing textbooks, course materials, and other great VCSU gifts and apparel. Student Affairs Student Affairs works collaboratively with Academic Affairs to provide the necessary student support and educational experiences to enhance student learning. Student Affairs connects the student with various campus resources, such as Career Services, Residence Life, Counseling, Behavioral Intervention Team, Diversity Services, and Student Life. Student Policies
The following links will take you to read more about specific policies that you should know. V.406.01.02: Final Examination Policy Every course has a final activity during Finals Week. This activity may be an exam, a presentation, or a project. This policy describes expectations of the students and instructors regarding the final exam. V.530.01: Academic Integrity Students are expected to complete their own work and cite outside sources. This policy describes what is considered a violation of academic integrity and the sanctions that occur when violated. Citation assistance can be found in several locations, such as the Purdue's Online Writing Lab or the VCSU library’s Citation Guide. V.530.02: Student Rights Students have specific rights both in and out of the classroom. This policy describes these rights. V.530.03 Scholastic Standing This policy describes the meaning behind credits and grades. It also discusses the Incomplete Policy. V.530.06 Add/Drop Course Policy This policy describes procedures in adding, dropping, and withdrawing from a course. V.530.07 Grade Complaint Policy Students may not always agree with the grade they receive. This policy outlines the procedures students can take to challenge a grade. V.530.08 Student Attendance Policies This policy describes student attendance expectations and actions. V.530.09 Academic Advising Academic Advisers are important in assisting students with academic progress. This policy discusses the expectations of academic advising. V530.11: Expectations of Students Taking Online Courses Students are expected to take an active part in their education by following these established expectations for success in their learning in online courses. This policy serves also to inform students of the nature and uniqueness of an online course, minimum technical and computer literacy skills, and the behavioral and time management expectations to be successful in the course. V.531.01 Student Financial Aid Satisfactory Progress The following policy notes standards of satisfactory progress for all students attending Valley City State University who apply for financial assistance. Students who fail to meet these standards of satisfactory progress will be ineligible to receive financial assistance as listed below until eligibility has been reestablished.

Complaint Compliance
The Program Integrity Rule of the Higher Education Act (HEA) requires, among other things, that each college or university authorized to offer post-secondary education in one or more States ensure access to a complaint process that will permit student consumers to address the following: Alleged violations of State consumer protection laws that include but are not limited to fraud and false advertising; Alleged violations of State laws or rules relating to the licensure of post-secondary institutions; and Complaints relating to the quality of education or other State or accreditation requirements. Valley City State University, as an institution authorized by the North Dakota University System to provide post-secondary education, is committed to full compliance with the Program Integrity Rule, and provides this complaint process for all current and/or prospective students: The Higher Learning Commission of the North Central Association of Colleges and Schools accredits Valley City State University. You may review the College's accreditation documents in the Directory of HLC Institutions. Complaint Process Valley City State University is committed to providing a high quality educational experience, fully supported by a range of academic and administrative services. It is our intention to meet the student's educational goals through a positive and rigorous academic experience. In an instance where the student has a concern, it may be voiced through the normal administrative procedures which include meeting with his or her academic adviser, faculty member, or the Director of Student Academic Services. If a student decides to pursue a formal complaint, the process is outlined below. For more information see the Student Handbook. Definition of Student Grievance The term "student grievance" is defined as: A statement lodged by a student expressing a complaint, resentment, or accusation about a university circumstance which is thought by the student to be unfair or inappropriate. Academic issues subject to grievance procedures differ from those subject to the academic petition process. The petition process includes a request by the student to have a university or program requirement waived or modified. It may include the right to appeal under circumstances outlined in the petition process. The substance of petitions and appeals is under the jurisdiction of individual programs or designated university committees. If a student thinks that the petition has not been handled fairly, the student may initiate a grievance based upon unfair treatment, but not upon the substantive issue. Grievance Process The procedures of the Grievance Process are to begin with discussion between the student and the faculty member, Committee, or administrator with whom the student has a grievance. A written statement, by the student, regarding the grievance should accompany the discussion. The Director of Student Academic Services will accompany the student through the process. (An expiration period of one calendar year from the incident will apply to this policy.) If the student has a grievance with a faculty member, and the student does not resolve the grievance with the faculty member to the student's satisfaction with discussion between the two parties, the student will advance the grievance to the department chair. The department chair will arrange a meeting within ten class days of the student's request. Notification of the meeting will be sent to all parties involved. If there is no department chair; or, if the faculty member is the department chair and the grievance Is not resolved to the student's satisfaction, the student will advance the grievance to the division chair of the academic division involved. The division chair will arrange a meeting within ten days of the student's request. Notification of the meeting will be sent to all parties involved. If the grievance is not resolved to the student's satisfaction at the division chair level; or, if the faculty member is the division chair, and the grievance is not resolved to the student's satisfaction, the grievance will be referred to the Vice President for Academic Affairs (VPAA). The Vice President for Academic Affairs will arrange a meeting within ten class days of the student's request. Notification of the meeting will be sent to all parties involved. If the grievance is with a committee or administrator and the grievance cannot be resolved to the student's satisfaction at that level, the grievance will be referred directly to the Student Grievance Committee. (Section C.) The Student Grievance Committee will have a meeting within ten class days of the student's request. Notification of the meeting will be sent to all parties involved. Distance Learning Complaint Process for Out of State Students Students taking online classes at Valley City State University who are from out of state should attempt to resolve any issues or complaints through the complaint process described. However, if the issue cannot be resolved internally, the student may file a complaint with his/her own state.
