Permit Sales - Online Instructions
Where do I buy a parking permit? Permits for vehicles are available to purchase online (please see the appropriate online instructions for detailed directions). STUDENTS EMPLOYEES To answer any questions or if you need help purchasing your permit, please come to the parking office located in the Facility Services building. The office hours are 7:30 a.m. to 4:30 p.m., Monday through Friday. How much are parking permits? The annual parking fee for students and employees is $50.00. An individual owning additional motor vehicles may purchase additional parking permits for $25.00 each. However, the owners may not simultaneously park more than one vehicle on campus at a time. What if I lose my permit? There is a $25.00 charge for replacement of lost permits. What do the permits look like? Where do I place them? The VCSU parking permits hang on the backside of the rear view mirror. The permits are designed to not hang past the mirror and will not obstruct the driver's view. Failure to properly display the permit while parking the vehicle WILL result in a parking violation. What if I am using a temporary vehicle? Temporary parking permits are also available in the Facilities Services Office. Temporary permits MUST be used by individuals driving a vehicle other than their registered vehicle for a short period of time. What if I buy my permit late in the semester? Students and employees properly applying for a permit for either the fall or spring semesters will be charged a prorated fee or be refunded for the permit on a semester basis. Permits are honored on any vehicle students and employees choose to drive to campus. The registered permit holder may use the permit in other vehicles.

Student Parking Permit Online Instructions

Select Student Self Service > Parking System You will be prompted to log in again through the NDUS portal Select ‘Get Permits’ Be sure to use the Next, Back and Home buttons provided, do not use the Back or Refresh buttons on your web browser Review information on the ‘Purchase a Permit’ page. Select Next Review the permit information and the VCSU terms and agreement Check the ‘I have read and understand’ box. Select Next Vehicle Selection At this point you will see all vehicles currently registered to you You may add a new vehicle but cannot remove existing vehicles Address Verification You must select or add an address before proceeding. VCSU Parking will be mailing out permits to the address you add/select. Please review the options below before entering your mailing information: * Permits purchased PRIOR to 8/ 14 will be mailed to your HOME address- please enter the correct address for this option Permits purchased AFTER 8/ 14 will be mailed to the address where you receive mail while you attend school (e.g. off-campus apartment or on-campus mailbox) View Cart/Payment Method/Payment Information Choose a payment method- Credit Card, E-Check or charging to your Student Financial Aid by selecting “Student Account” If applicable, enter in your credit card number or bank routing and account number Verify your email address and select ‘Continue’ Review the total and select ‘Pay Now’ Payment Receipt/Print Temporary Permit This receipt can serve as a temporary permit until you receive your permit in the mail via your selected mailing address. Employee Parking Permit Online Instructions
**Cookies must be enabled on your web browser to purchase online** Log in to HCM Employee Self-Service Select NavBar > Navigator > Self Service > Miscellaneous> Parking Select VCSU as your campus You maybe asked to log in through the NDUS portal Select 'Get Permits' -- $50- annual permit, $25- additional permit Be sure to use the Next, Back, and Home buttons provided. Do not use the Back or Refresh buttons on your web browser. Note: additional permits are not required for your multiple vehicles. One permit may be moved between your registered vehicles if desired. Select or add vehicle(s) for permit. At this point you will see all vehicles currently registered to you. You may add a new vehicle, but only the VCSU Parking Office an remove an existing vehicle. Address Verification All permits will be mailed to your campus mailbox. View Cart Review and confirm the permit type and fee. Choose payment method, Credit Card, E-Check, or Payroll Deduction (applied to 9/30 payroll). If applicable, enter in your credit card number or banking routing and account number. Continue Review Payment Information and select 'Pay Now'. Payment Receipt Select 'Print Receipt'. This receipt can serve as a temporary permit until you permit is received via campus mail, but will not be valid after September 1.

Vehicle Registration
All motor vehicles, including motorcycles and bikes, operated on the campus shall meet the requirements of the North Dakota Motor Vehicle Department. All of the parking lots on campus require a parking permit. Yearly parking permits are available to any student or employee of VCSU wishing to utilize the parking facilities. However, the purchase of a parking permit does not guarantee the holder a parking space. Students and employees purchasing a parking permit MUST complete a vehicle registration form before a permit will be issued. The vehicle license plate number and the registered owner's name MUST be provided at the time of purchase. Service agencies and contractors who are on campus regularly should consult Facilities Services for parking instructions and permits.

Parking Lot Information
FAQs Do all of the parking lots require a permit? Yes. All of the lots on the VCSU campus require either a student permit, employee permit or a guest pass. Can I park overnight in the parking lots? You may park overnight in the following lots: -McCoy -Snoeyenbos -Mythaler -Kolstoe East and West -Larry J. Robinson Center for the Arts - designated rows. -Science Center East and West The North and West Student Center Lots, McCarthy Hall and the Facilities Lots DO NOT allow overnight parking. Where can I park during holidays? You may park in any of the lots during holiday breaks EXCEPT the North and West Student Center Lots. The Parking Office does not ticket any lots EXCEPT the Student Center lots during holidays. What if I have a guest on campus? They will need to pick up a guest pass at the Parking Office located in the Facilities Services building to place in their car to avoid being ticketed. What should I do if my car won't start during the winter and I am parked in a lot? Please contact the Parking Office as soon as possible to avoid being ticketed. We have staff who can help you get your car started or move it to a different location. What should I do if I get to campus for class and there are no parking spots available? Try arriving to class at least 10 minutes early to avoid this problem. There are always spots available but you might have to walk a little farther than planned (from building to building, there is never more than a 2-3 block walk.

Parking Violations
The permit holder, registered owner, or driver can be held liable for any parking expenses. If a citation can be associated to an account, citations will transfer and post to the VCSU Campus Connection account after the citation is issued. Posted timed parking areas have been designated to facilitate accessibility to certain University buildings and offices. Please note: When a vehicle is parked illegally or without a permit and receives a ticket, ANOTHER ticket can be properly issued the same day. Warning Tickets Warning tickets will be issued to a vehicle to notify the driver that they are in violation of one of VCSU's parking policies. These warnings are not tickets and they do not require payment of a fee or post to an individual's account. Unpaid Citations If there is an abundance of unpaid parking citation on an individual's account, the following disciplinary actions may take place: -towing or disabling of vehicle at the owner's expense -suspension or revocation of parking privileges -academic registration delay, or -transcript hold Student Holds Any student with unpaid parking citations at the end of the current semester will receive a hold on his or her Campus Connection account. This will prevent the student from registering and obtaining transcripts until the balance is paid in full. Outstanding balances may be referred to a collection agency. Where can I pay my fines? Please direct all payment for parking citations to the VCSU Business Office located in McFarland Hall 215. If you are using your "Free Pass" card to excuse a ticket, please bring that card and the citation to the Parking Office.

Citation Appeals
Citation Appeals Form Instructions The appeal process allows a customer to appeal a parking citation believed to have been issued in error. The appeal form must be completed within 14 calendar days of the issue date of the citation. Appeals that are submitted beyond the fourteen-day period or appeals that contain inappropriate, crude, or threatening language will not be considered. There must be substantial and valid evidence that the parking violation was not committed, or that it occurred due to circumstances beyond the customer's control. The following reasons are not considered a valid basis for appeal: Other vehicles were parked improperly; Only parked illegally for a short period of time; Late to class or appointment; No other place to park. After review, both written and electronic appeals submissions will receive a response at the email address provided. All responses will be sent within 3-5 business days. If you have questions regarding the status of your appeal, please email Facilities Services The VCSU Parking Office will not consider any appeals that are received more than 14 days after the citation's issuance. Disabled Parking Services
VCSU has handicap accessible spaces near every building on campus. Permanently disabled persons who wish to utilize university-designated handicapped parking areas must obtain a State Handicapped Permit from the Department of Motor Vehicles. Handicapped permits must be displayed at ALL times when parking in a handicapped parking space. Handicap zones are in effect 24 hours a day. Unauthorized vehicles parking in these spaces will be subject to a $100.00 fine and possible towing at the owner's expense. Temporary Disabled Parking Persons with temporary disabilities who need accessible parking accommodations can apply for a Temporary Accessible Parking Permit. The applicant must be a student, staff, or faculty of the university and have previously purchased a parking permit. A licensed physician will need to provide justification for accessible parking privileges. Those with a short-term disability(six weeks maximum) may obtain an accessible parking permit (for VCSU property ONLY) at the VCSU Parking Office. Please fill out the online application form PRIOR to picking up your permit at the Parking Office. **Please note: Appropriate written verification of need from your physician is REQUIRED.**

Visitor Parking
Request a Visitor Parking Pass VCSU welcomes visitors on campus, but Visitor Parking Passes or Day Passes are required. If you will be a guest on campus, please pick up your pass (free of charge) at the VCSU Parking Office located in the Facilities Services Office or a "Day Pass" from the Information Desk located in the Memorial Student Center. Visitor Parking Options Day Visits Please see the "Parking Lot Information" link to view a map of available parking lots. Guests are allowed to park in any lot, except Employee Lots, on campus, as long as a "Visitor Parking Pass" or "Day Pass" is displayed. Memorial Student Union- West Lot There is guest parking available in the west parking lot at the Memorial Student Union. Visitor passes or day passes are required to park in these spaces (if a permit is not displayed, the vehicle may be at risk of receiving a ticket). Weekend Visits Please see the Parking Lot Information to view a map of available parking lots. Guests are allowed to park in any lot, except Employee Lots and the North Student Center Lot, on campus during the weekend, as long as a "Visitor Parking Pass" is displayed. Under special circumstances (i.e. President's Guest House stay or other event approved by the Parking office PRIOR to the event) overnight parking would be allowed in the West Student Center parking lot with a "Visitor Parking Pass". *The North Student Union lot does not allow overnight parking Event Parking If you have scheduled an event on campus during the week, please contact the VCSU Parking Office at 701-845-7701 for parking instructions. If you will be hosting an event that will require 3 or more parking spaces, please review the Large Group Parking instructions and contact the Parking Office to make arrangements- 701-845-7701. Prospective Students Visitor passes are available at no charge for a prospective student's visit to campus. Please contact Enrollment Services for more information at: 1-800-532-8641, ext.7101 or 701-845-7101. Departmental Guest Passes VCSU departments may request guest passes from the VCSU Parking Office at no charge for guest speakers, presenters, etc. Visitor Parking Citations VCSU will excuse most parking citations issued to a visitor (except handicap, fire lane or others determined by the Parking Office).
