Using Your Benefits at VCSU
The Department of Veterans Affairs (VA) provides education benefits to eligible service members, veterans and certain dependents and survivors. You may receive financial support for undergraduate and graduate degrees. You may be eligible to receive funds for tuition and fees, books, housing and more. Please contact your Educational Services Officer (ESO) or counselor prior to enrolling to VCSU to discuss available education benefits. Important First Steps If you are the veteran: Have you applied for education benefits: Yes, please provide us a copy of your Certificate of Eligibility to us No, go to the VA website and apply for the benefit, it is form 22-1990 Once approved, please provide a copy of the Certificate of Eligibility If you are the Dependent or Spouse of Veteran, the veteran would need to complete the Transfer of Entitlement (TOE) Have the benefits been transferred to dependent/spouse? No, the vet must transfer entitlement to dependent/spouse Once the entitlement is transferred, the child/spouse must than apply for the benefit on the VA website, it is form 22-1990e Once approved, please provide a copy of the Certificate of Eligibility Once you are registered for your credits the upcoming semester, Please complete the Veteran Certification Application to use your benefits at VCSU. Policies and Procedures Audited Courses You cannot be certified/draw benefits for an audited course. Dropping a Course If you drop a course during the semester, the VA may consider the drop retroactive to the start of semester/course. If this changes your enrollment status, an over payment situation may occur. If you drop a summer course, email registrar@vcsu.edu as soon as possible. Due to the shortened terms of summer, changes to your class schedule will affect your payment. Enrollment Status Below Half-Time Veterans and service members training at less than half time will be paid only tuition and fees for the entire term Part-Term Courses The VA will count part-term courses toward your enrollment status only while that course is actually in Session Grades · “U” Grades: the VA will not credit a course toward your enrollment status if the final grade is a “U”. This can lead to an overpayment situation at the end of a semester. · “I” Grades: If an “I” Grade is not made up within one year, the VA will deduct those credits from your enrollment status for that term and an overpayment situation will result Transferring Schools If you’re transferring either to VCSU or from VCSU to another school and are already receiving your benefits, you need to fill out a 22-1995 form, (or the online 22-5495 for Chapter 35 recipients) and submit it to the VA. Satisfactory Academic Progress You must maintain satisfactory academic progress in order to continue receiving your benefits. The VA will terminate your benefits when probationary status continues past two semesters or when you are dismissed. At this time, reinstatement is all that is required for VCSU to re-certify you for benefits.

Veterans Affairs Chapters Chapter 33- Post 9/11 GI Bill Applies to Individuals who have served in the Armed Forces on or after September 11, 2001. The educational benefits can also be transferred to an individual’s spouse and/or dependents. You may be eligible if you served at least 90 aggregate days on active duty after September 10, 2001, or were honorably discharged from active duty for a service-connected disability after serving 30 continuous days following September 10, 2001 For more information, view the Chapter33 Pamphlet Chapter 30 – Montgomery GI Bill – Active Duty Must have completed a 2 or 4 year contract (or more) with any branch of the military services. Payable after 2 years of continuous active duty Chapter 30 students are eligible for benefits for 36 months based on number of credits enrolled in school (numbers are based on an academic school year). May extend to the end of the term if the benefits expire during the term Payments will not be sent until a student verifies their enrollment at the end of each month, the number to verify enrollment is 1-877-823-2378. For more information, view the Chapter 30Pamphlet Chapter 1606-National Guard and/or Reservist (not activated) Members of the Selected Reserve, including Army, Navy, Air Force, Marine Corps, Coast Guard Reserves, the Army National Guard, and the Air Guard are eligible for the MGIB-SR (Chapter 1606). The Reserve and Guard components decide who is eligible for the program. Eligibility requirements are: A 6-year obligation in the Selected Reserves Complete Initial Active Duty for Training (IADT) Meet the requirements for a high school diploma or equivalency certificate before applying for benefits Remain in good standing in a Selected Reserve Unit For more information, view the Chapter1606 Pamphlet Chapter 35-Dependent of a Veteran (DEA) To qualify, you must be the child or spouse of: A veteran who died or is permanently and totally disabled as the result of a service-connected disability. The disability must arise out of active service in the Armed Forces A service member missing in action or captured in line of duty by a foreign government or power. A service member who is hospitalized or receiving outpatient treatment for a service connected permanent and total disability and is likely to be discharged for that disability. More information about DEA program can be found on the veteran affairs website Chapter 31-Veteran with a Service-Related Disability To be eligible you must also meet the following conditions: You served on or after September 16, 1940, AND Your service-connected disabilities (SCD) are rated at least 20% disabling by VA, AND You need Vocational Rehabilitation to overcome an employment handicap, AND It has been less than 12 years since VA notified you of your qualified SCD Call 1-800-827-1000 to schedule an appointment with a Vocational Rehabilitation Counselor and to complete an application

Request to use your VA education benefits at VCSU Students must opt-in to use their VA benefits at VCSU each semester. Complete this form after you have registered for your next semester. This form is NOT for Tuition Assistance information. Apply There are different application steps for first-time and returning recipients.
